President - Helen Berrott-Tims, District 5
Helen Berrott-Tims joined the GCCISD Board of Trustees in May 2021.
Born in Baytown, she is a product of Goose Creek CISD, having attended Harlem Elementary, Highlands Jr. and Ross S. Sterling High School. She later attended Lee College and proudly graduated from Prairie View A&M University.
Berrott-Tims retired from Harris County Precinct Two after dedicating more than 30 years to a career in public service, working in leadership, communities and families. She has extensive experience working with schools, students and school staff as the founder and previous executive director of East Harris County Youth Program, a community based after school and summer camps program for underserved students grades K-12, for over 25 years. Now semi-retired, she works with Justice of the Peace Judge Joe Stephens as community liaison.
Dedicated to community and civic engagement, Berrott-Tims worked and volunteered with many organizations devoted to helping children, and she served on the boards of Baytown Opportunity Center, Bay Area Rehabilitation Center, Juvenile Probation and Children Assessment Center Advisory Council, and Girl and Boy Scouts, to name a few.
She is married to Richard Tims and is the mother of Courtney, Bianca, Brandon, Terrance, and Heaven. Her greatest joy is being Nana to her grands–Amir, Addison, Brayden, Leo, Elijah, Tini, Terrance Jr, Carson, and Haliyah–affectionately calling them her “Grand-Hearts.”
Her current term expires in 2025.
Vice President – Tiffany Guy, District 6
Tiffany Guy was elected to the Goose Creek Consolidated Independent School District Board of Trustees in May 2019.
Guy graduated from Channelview High School in 1995 and earned her bachelor’s degree from Stephen F. Austin State University. She later earned a master’s degree in school counseling from the University of Houston Clear Lake.
Guy has served the past 18 years in education as a teacher and a counselor. She is currently a counselor at Barbers Hill High School. She serves as a board member for the Baytown Resource and Assistance Center, an organization dedicated to serving local at-risk families with emergency financial needs. Guy attends Rollingbrook Fellowship.
Guy and husband Gary Guy have three daughters, Allie, Katie and Zoe, all products of Goose Creek CISD.
Her current term expires in 2027.
Secretary – James ‘Jim’ Campisi, District 3
James “Jim” Campisi was elected to the Goose Creek CISD Board of Trustees in May 2023.
A resident of the Lynchburg/Highlands area since 1978, he graduated from Deer Park High School in 1987. He became employed by Lee College and is currently in his 34th year of continuous service as a staff member. He later earned an Associate of Applied Science degree in Business Management; graduating Summa Cum Laude and was accepted into the Phi Theta Kappa National Honor Fraternity.
Campisi served on the 2018, 2019, and 2023 GCCISD Citizens Bond Advisory Committees and the 2019-2024 GCCISD Citizens Bond Oversight Committee.
He is the proud father of one adult son who graduated from Goose Creek Memorial High School.
His term ends in May 2027.
Assistant Secretary – Mercedes Renteria III, District 2
Mercedes Renteria III was elected to the Goose Creek CISD Board of Trustees in May 2021.
Renteria has lived in Baytown for over 45 years and is a graduate of Robert E. Lee High School. After graduating from Lee, he attended Lee College and graduated from the University of Houston. Renteria also served in the 82nd Airborne Division, an airborne infantry division of the United States Army specializing in parachute operations. For ten years, he was a teacher and currently works at Chevron Phillips as a process operator technician. Renteria served on the Baytown City Council for fourteen years and has been a Goose Creek CISD board member since 2021. He is the proud father of four sons.
His current term ends in May 2025.
Board Member – Richard Clem, District 4
Richard P. Clem was first elected to the Goose Creek Consolidated School District Board of Trustees in May 2017 and re-elected in May 2021.
He has been a resident of Baytown since August 1988. He grew up in White Settlement, Texas, and graduated from Brewer High School in 1980. Clem graduated from West Texas State University in 1983 with a Bachelor of Music Education degree. He began his teaching career as the director of bands at Bowie Junior School in Odessa, Texas. In 1988, he was hired by GCCISD as the director of bands at Gentry Junior School, where he remained for seven years. In the fall of 1995, he moved to Ross S. Sterling High School as the assistant director of bands. In the summer of 2000, he became the director of bands, teaching band, music theory and orchestra and remaining in this position for 21 years until his retirement in June 2016.
Clem has been married to Brenda J. Clem, longtime Baytown resident and fellow GCCISD educator, for 21 years. They are members of the St. John the Evangelist Catholic Church, where they have served as church musicians, and he is a member of the Knights of Columbus. They are active in Relay for Life as yearly sponsors since 2002.
Board Member – Jessie Martinez, District 7
Jessie Martinez was elected to the Goose Creek CISD Board of Trustees in May 2023.A lifelong resident of Baytown, he is a product of Goose Creek CISD and a proud Robert E. Lee High School graduate. He earned his associate degree from Lee College and will complete his bachelor’s degree in literature from the University of Houston-Clear Lake.
Jessie was very active on campus, where he served as the president of Sigma Tau Delta UHCL International English Honor Society. His passion is education and plans on pursuing a career in higher education upon earning his master’s degree. An administrator with Virginia Malone Realty, he occasionally returns to the district as a substitute teacher to give back to the community and gain a better understanding of life as an educator.
Board Member – Howard Sampson, District 1
Howard Sampson was appointed to the Goose Creek CISD Board of Trustees in August 2009. He was elected to the Board in May 2021.
Sampson has been a resident of the district for many years and even grew up in the district, attending Harlem Elementary, and Highlands Junior School. He is a 1974 graduate of Sterling High School. After graduating from Sterling, Sampson attended the University of Arkansas where he earned a bachelor’s degree in sociology in 1978 and earned a master’s degree in city planning from Texas Southern University in 1987. He also attended and earned a certification from the University of Houston’s mediation school.
Sampson retired from the Harris County Precinct 2 Road & Bridge Inspection Department.
His current term ends in May 2025
