The Handicap Committee at your club is charged with many important duties, such as knowing the Rules of Handicapping™, educating and communicating the Rules of Handicapping to members, making certain there are up-to-date Course Rating™ and Slope Rating® for each set of tees at the club, approving members for handicaps, maintaining accurate scoring records, and much more.
In addition to the above functions, one of the most critical roles of the Handicap Committee is performing handicap reviews to ensure that each player's Handicap Index® continues to reflect their demonstrated ability.
To ensure this, the USGA® strongly recommends that the Handicap Committee review the Handicap Index for all their home club members at least once each calendar year. To support the Handicap Committee in these responsibilities, the USGA provides several resources available exclusively to authorized clubs, including a data-driven Handicap Review Tool.
The USGA Handicap Review Tool is used by the club’s Handicap Committee to analyze all scores within the previous 365 days and to systematically identify players who are scoring above or below their expected scoring range more often than anticipated or have other abnormalities within their scoring record. In these instances, a recommended adjustment to the player’s Handicap Index is provided. When reviewing a Handicap Index that has been marked for attention, the Handicap Committee should consider all available information about a player and their demonstrated ability before deciding whether the recommended adjustment should be applied.
If the adjustment is applied, the player's Handicap Index will be updated to reflect the adjustment and will be identified with an “M” next to their Handicap Index, e.g., 14.3M.
A player's Handicap Index may be adjusted upwards or downwards. Additionally, the Handicap Committee has the power to withdraw or reinstate a player's Handicap Index in certain circumstances, or to adjust it due to a player's temporary or permanent disability. The Committee may also freeze it, or place a block on it moving upwards, for a defined period.
The Handicap Committee has a duty to inform the player and provide information as to why their Handicap Index is being adjusted or withdrawn, as well as the duration. The player must also be given the opportunity to respond either in writing or in person to the Handicap Committee when their Handicap Index is being adjusted or withdrawn.
The Rules of Handicapping include many safeguards to ensure a player’s Handicap Index accurately reflects their demonstrated ability. However, in rare instances where the handicap calculation and inherent safeguards cannot prevent a player’s Handicap Index from straying too far away from their demonstrated ability, it will be necessary for the Handicap Committee to step in and take action. Regular handicap reviews help ensure the game is played on a fair and equal basis for all members, wherever they are playing and whoever they are playing against.
