After you have achieved a passing TOEFL iBT score, pursuant to this Bulletin, complete the FPGEC application in your NABP e-Profile by inserting all required information. You must submit your payment using a credit or debit card at the time you submit your application. Personal checks, bank drafts, and cash (or other unapproved forms of payment) are not accepted.
Effective March 1, 2024, the nonrefundable FPGEC application fee is $750, which includes a $100 administrative fee and a $650 document evaluation fee.
When completing your application, enter your name as it appears on your official transcript and identification (see the acceptable identification list). When your application is reviewed, any name changes or discrepancies between your application and identification will be reviewed as part of your FPGEC document evaluation. The name review process takes place after your application is completed with all required documentation received by FPGEC.

The FPGEC does not accept electronically submitted documents.
You should submit all required documents within 3 months of submitting your application to ensure timely processing.
The FPGEC Attestation is among the documents you will need to send by mail as part of the application process. Print the form and complete the following steps:
Read the certification statement.
In the presence of a consular official, first-class magistrate, or notary public (Official), sign (do not print) your full name (in English) on the first line indicated using a blue- or black-ink pen.
The Official must complete the last two lines of the FPGEC Attestation form.
Attach one of the required photos (see below) in the box provided using tape or glue. Do not use a staple. The Official’s entire seal, stamp, or signature on this photo must be legible, in English, and must overlap with a portion of both the attached photo and the application form. The seal or signature must not cover your face in the photo.
Two current, identical photos are among the documents that you will need to mail as part of the application process.
These photos must:
show your entire face;
be of passport size (51 x 51 mm) and quality; and
be taken within 3 months of the date you submit your FPGEC application.
As explained above, one of the photos will be attached to your attestation form. The second photo must not be signed, notarized, or marked in any way, and will be uploaded to your e-Profile.
You must include a properly certified photocopy of your current and acceptable photo ID. See the Documentation Requirements section for translation and photocopy certification requirements.
FPGEC prefers that you submit a properly certified photocopy of your passport. The following unexpired photo ID documents are also acceptable for submission during the FPGEC application process:
US or foreign-government issued passport. Note that international passports with embedded (not visible) signatures are acceptable.
Other valid government-issued IDs, including:
US-issued or foreign government-issued driver’s license
US state ID card issued by a state’s Secretary of State office
Before completing your FPGEC application, review the ID requirements provided in the Taking the FPGEE section. The name on your ID must match the name in your e-Profile and your FPGEC documents, including your FPGEC Application, TOEFL iBT score report, transcripts, and foreign license and/or registration (see below).
Do not submit original identification, as documents will not be returned.
