Score Reports
The Educational Testing Service (ETS) TOEFL iBT is the sole English language proficiency examination accepted for candidates seeking FPGEC certification. A passing score on the TOEFL iBT is required to apply for FPGEC certification. The TOEFL iBT must be completed by all foreign pharmacy graduates (even those who are US citizens, US residents, or native English speakers). There are no exceptions or waivers to these requirements.
The TOEFL iBT must be completed in a secure testing environment in an ETS test center, which must be located in an NABP member or associate member jurisdiction. This includes the 50 US states, the District of Columbia, Guam, Puerto Rico, the Virgin Islands, and 10 Canadian provinces (Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Prince Edward Island, Quebec, and Saskatchewan).
The at-home and remotely proctored TOEFL iBT is not accepted by the FPGEC program (see Secure Testing Environment below). The FPGEC also does not accept “My Best” scores and will not consider a total score on the TOEFL iBT.
You must pass the TOEFL iBT before applying for FPGEC certification. The TOEFL iBT score report, along with other required documentation, must be submitted before application evaluation can begin.
You must complete all four sections of the TOEFL iBT in one testing session. Scores for the four sections must be reported directly to the FPGEC on one official score report. If your score is less than the minimum required score in any section, your score report will not be accepted.
Passing TOEFL iBT scores are accepted as valid for the FPGEC program for 2 years from the date of the administration of the TOEFL iBT.
Passing scores required by FPGEC for each TOEFL iBT section were revisited by NABP using a standard setting study and updated passing scores for each TOEFL iBT section have been approved. The updated passing scores required by FPGEC for each TOEFL iBT section have gone into effect as of October 25, 2025. All scores are valid for two years.
As of January 21, 2026, ETS is applying a revised score scale to TOEFL iBT results.
Therefore, FPGEC is using the equivalent of its approved passing scores under the new ETS score scale, which are shown in the image below.
FPGEC applications submitted prior to January 1, 2020, remain eligible to complete and submit a passing TOEFL iBT score report within the allotted 5-year period after passing the FPGEE and must meet the required standard applicable at that time.
For those applications, FPGEC required the following scores: Reading: 22, Listening: 21, Speaking: 26, Writing: 24.
Using the new ETS scoring scale, scores are equivalent to the following: Reading: 4.5, Listening: 4.5, Speaking: 5, Writing: 5.
You must request that your TOEFL iBT score report (all four sections from a single test session) be submitted to the FPGEC directly by ETS. Use the FPGEC identification number 9103. The FPGEC will only accept official score reports received directly from ETS.
The official score report identifying information must exactly match what appears in your e-Profile. Score reports with discrepancies in the name, photo ID, or date of birth will not be accepted.
