Leads centralized strategy and efforts for company utility standards and compliance. Leads strategy for SJI utility companies’ geographic information system (GIS) and records. Provides strategic oversight and leadership for the development of SJI utility companies’ technical training systems and programs, including operator qualification and safety training.Qualifications:

A minimum of eight to 10 years of supervisory experience; engineering experience is preferred.

Expertise in, or prior strategic oversight of standards and compliance, engineering records management, GIS, and technical training.

Education:

Bachelor of Science degree in GIS, computer science, engineering or a related field preferred. Significant work experience can be substituted for a BS degree.

Experience:

Knowledge of PC-based applications, e.g., Excel, Microsoft Office Suite, etc., is required.

Good communication and people skills are required.

Essential Functions:

Provides strategic oversight for all engineering and construction related records.

Leads the development of performance metrics to ensure the accuracy and timeliness of GIS data.

Ensures reporting capability of geospatial data and maps, and ensures the integrity of databases.

Maintains knowledge and ensures compliance with federal and state codes as well as industry standards and best practices as related to standards and compliance, records management, materials tracking and traceability, training and competency certification.

Oversees review and retention of records of engineering and construction projects, specifically to satisfy all regulatory requirements.

Ensures operating divisions meet regulatory requirements by records management standards and methodology.

Ensures oversight of technical and safety training for all SJI company utilities, including ensuring all training is compliant with industry, state and federal laws, regulations and standards.

Ensures oversight of compliance operating and maintenance, construction procedures establishment and any updates, and monitor reregulation changes and ensure full compliance, including QA/QC of records and GIS application.

Maintains involvement with industry association activities such as AGA, LDC and NGA.

Performs duties inherent in all supervisory, professional and administrative positions.

Monitor contractor workload to track required complement as it pertains to both alliance contractors. Track unit cost of all construction contractors and communicate variances and trends, provide analysis to improve contractor productivity and quality. Manage the invoicing of the markout and traffic control vendors. Major Responsibilities:

Perform daily administrative tasks and review completed documentation and proper accounting system rules to ensure billing is properly allocated.

Review weekly contractor workload.

Review all miscellaneous charges (bid item 799) of contractor billing.

Review contractor performance data and develop and distribute all reports.

Track contractor customer satisfaction.

Track quality and timeliness of contractors.

Run monthly unit costs reports and analyze and communicate data.

Facilitate monthly alliance meetings.

Review and approve all markout and traffic control invoices.

Continually review traffic control needs and make recommendations to lower expenses.

Work with engineers to develop any required bid packages.

Manage and review contractor qualification process for competitive bidding.

Field check contractor work sites.

Engage all departments, as well as contractors, in order to improve productivity, improve efficiencies for job completion and customer satisfaction, and identify new methods to improve job quality.

Position Specifications: Ten years’ experience in the gas construction field work is strongly preferred with a five-year minimum. Five years’ experience in managing construction contracts is strongly preferred. Facilitation, writing and speaking skills are required. Area Engineering — Wilkes-Barre, PAJob Summary: The manager, area engineering will be responsible for managing the pipeline, facility assets and personnel of the assigned service area. Specific duties include long-term strategic planning and implementation of work and projects involving the existing distribution and transmission systems, their facilities and the effect of new business load additions, physical conditions, pressure, and/or roadway construction activity on the systems; directing and developing the assigned engineering personnel in their work; managing the capital budget allocated resources; establishing and ensuring compliance involving the physical plant records and the communication of maps and records updates to internal and external customers; assigning incoming work to the team and overseeing the team members’ design and estimation of costs for distribution system additions and modifications; achieving projects deadlines and company goals; working with other functions to strategically plan for short- and long-term growth and maintenance needs in the distribution system; maintaining communications and coordinating activities with representatives of state (Pennsylvania and Maryland) utility commissions, municipalities, engineering consultants, regulators and/or contractors; and work on special assignments as requested.Knowledge & Skills:

Minimum of five years relevant experience.

R&B Replacement Program: Direct the design, permitting and approval of the R&B replacement required targets.

Manage the R&B replacement work to meet the fiscal year budget targets.

Include variance reporting for projects over $100,000 where actual expenditures are ±10% from the authorized amount.

Distribution Planning: Direct engineering staff on the performance of the distribution systems.

Review of regulator station set points and capacities, including the completion of annual relief capacity calculations.

Monitoring system performance through the winter months for any areas of weakness and completing, in conjunction with the system design group, plans for reinforcement.

Complete any needed reinforcement designs.

Assist in the analysis of new business projects impact on system capacity.

Developing Staff: Develop a progression plan for the minimum requirements for moving from Engineer I to Staff Engineer. Write an Individual Development Plan for each engineer. Once completed and agreed upon, share the IDP with the director, engineering design for further discussion on career paths.

Special projects can include Provide DIMP Risk review and SME feedback on DIMP and TIMP, validate the risk model based
on experience in your region, provide data on new or emerging threats not fully reflected in the risk model, and support
other special projects as needed.

Comprehensive knowledge of all applicable Federal (DOT), State (PUC) and local codes and regulations; strong oral and written communications and computer skills; proficient drawing and drafting skills; and proficient problem-solving, project-management and decision-making skills.

Ability to motivate and develop a team of employees.

Although the majority of the time is spent in a regular office environment, can be expected to complete assigned duties in extreme hot or cold temperatures, where carbon monoxide and gas leaks exist, etc., as well as on roadways where heavy traffic conditions exist.Education:

Licensed Professional Engineer in the State of Pennsylvania preferred, or must obtain PE license within (12) months of employment.
