Lockwood, Andrews & Newnam, Inc., a national planning, engineering and program management firm, promoted four leaders to senior business group director roles, creating four new market sectors as part of the company’s strategic reorganization. This move is designed to strengthen LAN’s ability to align expertise and foster collaboration, deliver comprehensive services to clients and support the firm’s long-term growth strategy.
Justin Reeves, P.E., serves as senior business group director of the Water Infrastructure Market Sector. With over 22 years of experience in large-diameter water and wastewater pipeline design, he has led the delivery of more than 100 miles of pipeline projects across Texas. The new market sector combines water conveyance, water and wastewater groups to address the increasing demand for resilient water solutions. By combining these teams, LAN offers clients a broader range of expertise and enhanced ability to meet the challenges facing municipal and regional water infrastructure.
Matt Manges, P.E., is senior business group director of the Public Works Market Sector. He brings 18 years of experience in stormwater management, drainage and watershed master planning, and is recognized as a leader in advanced modeling and flood risk reduction. The Public Works Market Sector includes stormwater, municipal and water district engineering, supporting communities with integrated public works services. This new structure was established to foster knowledge sharing, deliver holistic solutions, and help clients navigate increasingly complex regulatory and funding environments.
JP Grom, AIA, serves as senior business group director of the Program Management & Facilities Market Sector. With more than 27 years of experience in program management and architecture, Grom has delivered major facility programs for public sector clients across Texas. The new sector combines program management and facilities services, offering clients comprehensive solutions for complex, multi-site initiatives and facility requirements.
Tom Ellis, P.E., was promoted to senior business group director to lead the Transportation Market Sector. With more than 40 years of experience in transportation engineering and project management, he has overseen the planning, design and delivery of major roadway, transit and mobility projects across Texas and the region. The Transportation Market Sector brings together LAN’s transportation expertise to serve public and private clients including TxDOT, Toll Authorities, Transit Authorities and County and City Municipalities. The Transportation Market Sector also includes ROW Acquisition, Subsurface Utility Engineering, Transit Engineering, Traffic Engineering and Bridge Design.

PipeSense
Delivering flagship technology solutions for pipeline leak detection and monitoring since late 2023, PipeSense has provided operators peace of mind by proactively detecting pipeline anomalies, leaks, obstructions, and stuck pigs for systems across America. The Houston-based company has raised the caliber of pipeline maintenance support for Fortune 500 and blue-chip companies within the oil and gas and utilities industries.
Two years after its establishment, PipeSense is celebrating progress made in raising integrity and maintenance standards across industries. 2025 has seen the completion of several new applications, including addressing common oil and gas midstream challenges such as hydrate plugs and farm taps. These projects have helped PipeSense further demonstrate how its pressure testing solution, PipeTest, obstruction location solution, PipeScan, and leak detection technology, PipeGuard, can benefit operations.
Demonstrating its growing presence in the market, PipeSense announced several new appointments. Reinforcing operational and technical capabilities, these positions include Joseph Ma as senior data scientist, Li Gao as chief scientific advisor, and David Green as project manager. Meanwhile, Larry Sims has joined the company as manager of Business Development for the South & Southeast regions to bolster the existing development team.
These latest appointments maintain PipeSense’s impressive growth rate over the past 12 months, following an earlier announcement of previous appointments to double the size of its team this year. Joining their preceding colleagues, new team members will aim to diversify PipeSense solutions into new regions and develop additional complementary technologies.
Also, Ding Chen, chief data scientist, was recognized as the inaugural recipient of the company’s R.I.S.E. Award – an honor presented to the team member who best exemplifies PipeSense’s core values. His leadership in advancing PipeSense’s data analytics and machine learning capabilities has played a pivotal role in shaping the company’s industry-leading leak detection and monitoring solutions.
Coinciding with its second anniversary, PipeSense was featured in a forthcoming episode of “All Access with Andy Garcia,” alongside parent company Charps, the full-service pipeline integrity firm. The PBS series explores the leaders and organizations that are shaping various industries globally, with Charps and PipeSense demonstrating the methods and technologies that are safeguarding the future of America’s pipeline networks.
Premiering the episode, PipeSense and Charps hosted an exclusive client appreciation event, when leadership teams of both companies reflected on the past two years, thanked key supporters, and shared details of ambitious plans for the future.
