Responsible for development and implementation of the Washington Gas Pipeline Safety Management System (PSMS). This program includes all activities as specified by API RP 1173 as well as driving a continually improving pipeline safety culture. Responsible for coordinating and partnering with all internal business units to advance pipeline safety processes. Acts as the subject matter expert on safety and quality management systems.

Responsible for managing all functions of a district office, including any of the following areas safety, service, system design and maintenance, gas and employee development needs for the district to ensure the distribution system is maintained and operated in compliance with company, state and federal regulations. Must possess a working knowledge of gas utility operations at a level normally acquired through a four-year degree in engineering or a business related discipline with a minimum five to ten years of progressively responsible experience (depending on salary grade) in the energy industry including utility operations, customer service, and employee relations required including prior leadership experience.

A clear understanding of utility operations, safety related experience including knowledge of OSHA, DOSH, DOT and other regulatory requirements is preferred especially working knowledge of Chapter 296-45 Washington Administrative Code (WAC). Expert knowledge in Human Performance Improvement (HPI) especially in the area of Incident Assessment. Proven track record of successfully delivering services to a broad array of audiences, preferably employee or public safety programs. Proven ability to network well with internal and external audiences. Strong interpersonal, communication and organizational skills a must. Must have the skills and ability to work with all levels of the organization. Must have strong computer skills in Word, Excel and PowerPoint—additional computer skills a plus. CSP, CIH, CUSP certificates or prior regulatory experience a plus. Other combinations of education and/or experience maybe considered.

This Senior Engineer-Gas position is in the Office of Infrastructure and System Planning (OISP) of the Commission. The Commission oversees the utility and competitive companies that provide natural gas, electricity, and tele-communication services to District of Columbia ratepayers. The Office of Infrastructure and System Planning (OISP) provides infrastructure, system planning and engineering expertise in support of the Commission’s regulatory activities relative to natural gas, electric and local telecommunications services, including infrastructure and systems for the transmission and distribution of natural gas and electricity.
As part of the OISP team, the Senior Engineer-Gas is responsible for providing professional engineering and other technical support on all matters relating to the planning, design, construction, operation, maintenance and replacement of all infrastructure and systems utilized by the gas distribution utility providing services in the district. The incumbent may serve as subject matter expert for his/her knowledge area to support the Commission’s vision and strategic direction.
