From time to time, the IEEE Vehicular Technology Society (VTS) Board of Governors (BoG) finds it necessary to amend the Society’s bylaws. An amendment requires a two-thirds vote of the BoG plus approval of IEEE’s Vice President for Technical Activities (VP-TA). At its 27 September 2022 meeting, the BoG approved a number of changes. The VP-TA approved the changes on 9 November 2022.
The following is the full text of the additions to and deletions from the bylaws. For brevity, inconsequential changes, additions, and deletions that do not affect the meaning are not shown here. Additions are underlined. Deletions are shown in strikeout type. In addition to the changes shown in the following, all occurrences of the word “chairman” were changed to “chair.”
Section 3.2
The Executive Vice President shall fulfill the duties of the President in his/her absence or incapacity. The Executive Vice President shall also serve as ex officio chairman of the Long-Range Planning Committee and the Standing Committee Evaluation Committee. He/She shall fulfill such other functions as the President shall from time to time direct.
Section 1.0
Standing Committees are established or dissolved by the Board of Governors through the Bylaw amendment process. They are of two types: Technical and Administrative. The chairman of any Committee shall be appointed by the President, with the approval of the Board of Governors. A committee chairman, if not already a member of the Board of Governors shall be considered an appointed member of the Board. Such individuals shall have all responsibilities and privileges of Governor afforded by the Constitution and Bylaws except the right to vote. An appointed member of the Board who is also a Chair of a Standing Committee may make motions on behalf of that Committee but may not otherwise make or second motions. Any Standing Committee Chair may form or dissolve ad hoc Subcommittees and name their Chairs with approval of the President.
Section 3.19—Standing Committee Evaluation Committee
This committee has two responsibilities: 1) To assess the viability of and necessity for proposed Standing Committees and to make recommendations to the Board of Governors regarding approval of their creation, and 2) To assess the viability of and necessity for existing Standing Committees and to make recommendations to the Board of Governors regarding whether to dissolve or modify them.
