From time to time, the IEEE Vehicular Technology Society (VTS) Board of Governors (BoG) finds it necessary to amend the Society’s Bylaws. Less fre-quently, the BoG also amends the Society’s Constitution. An amendment to the Bylaws requires a two-thirds vote of the BoG plus approval of IEEE’s Vice President for Technical Activities (VP-TA). An amendment to the Constitution uses the same proce-dure, except that there is a 30-day period following publication in which members may object.
At its 20 December 2022 meeting, the BoG approved changes to both documents. The VP-TA approved the changes on 28 March 2023.
The following is the full text of the additions and deletions to the Bylaws. For brevity, inconsequential changes, additions, and deletions that do not affect the meaning are not shown here. Additions are underlined. Deletions are shown in strikeout type.
Section 1.1 Amendments to this Constitution may be initiated by a petition submitted by at least 100 voting members of the Society or by an affirmative vote of at least two-thirds of the elected number of members of the Board of Governors specified in Article V Section 1 of this Constitution. A petition must be signed by at least two percent (2%) of the Society voting members in each Region as listed in the official membership records of the Society at the end of the previous year, but in no case shall the total number of signatures be less than one hundred. Proposed amendments to the Constitution brought by petition do not require further approval by the Board of Governors.

A petition must be signed by at least two percent (2%) of the total number of the Society voting members in each Region as listed in the official membership records of the Society at the end of the previous year, but in no case shall the total number of signatures be less than one hundred.
The changes to the Bylaws will take effect 30 days after the publication of this article. The changes to the Constitution will take effect 30 days after the publication of this article unless objections are received from 100 VTS members prior to expiration of the 30-day period.
